Why is no text found?
The PDF is probably a scan or a photo of pages, so it holds pictures of text rather than text. Save the pages with PDF to JPG, then read them with Image to text.
Why is the line order or spacing odd?
A PDF stores where each piece of text is drawn, not paragraphs. Columns, tables and headers can come out in a different order. Fix pasted text can rejoin broken lines.
Is the PDF uploaded?
